Poland as the biggest beneficiary of TEN-T in 2006

Poland will receive 24.2mln EUR to implement 7 projects in the area of air, rail and road transport, selected by the European Commission in 2006. The EU funds were attributed to co-finance projects within TEN-T whose budget amounted to 126.35mln EUR in 2006. Given that the European Commission, by way of competition, evaluated the offers submitted by all the EU member countries, the fact that Poland was granted 19.2% total accessible funds means that Poland, as a year ago, received the most funds under TEN-T budget. In Poland, the competition was co-ordinated by by the Ministry of Transport, an entity which manages TEN-T.


In 2006, it was for the third time that Poland took part in the competition for a subsidy to projects under TEN-T. States as well as companies of the EU member countries, which implement projects of public utility in the area of air, inland, maritime, rail and road transport, take part in the competition.

Under the competition, Poland submitted 9 offers to implement projects of total 55.156mln EUR. The European Commission approved 7 projects and decided to grant 24.2mln EUR to Poland. Poland, as compared with the other EU member countries, will receive the biggest part of TEN-T budget under the yearly programme for 2006 (19.2% accessible funds). The projects, which will be subsidised under TEN-T, are in the area of air, rail and road transport and will be implemented in 2006-2009.

The accessible funds within the EU budget for 2006, ie 126.35mln EUR, have been attributed to co-finance 57 projects selected out of 119 submitted offers. 10 EU member countries, which joined EU in 2004, submitted 50 offers and applied for total 93mln EUR. They will receive the subsidy of 63.06mln EUR for 33 projects.

Poland has been implementing 9 projects under TEN-T which were financially assisted in 2004-2005. In 2005, the subsidy of total 22.637mln EUR was granted to projects selected out of 7 offers submitted to the European Commission (27.2% total financial assistance to the new EU member countries in 2005, ie 83.27mln EUR). In 2004, Poland was granted total 4.25mln EUR to implement 3 projects.

All the Polish projects are concerned with preparation of design documentation for future investments. That is why, Poland will have to share less costs of project preparation. Preparation of design documentation for future investments is covered under TEN-T up to 50% of qualifying costs. Among the beneficiaries of the projects are General Directorate for National Roads and Motorways, PKP Polish Railway Lines JSC, Rail Telecomunications Ltd and Airport Kraków-Balice Ltd.

Moreover, Poland is one of the countries which implement CONNECT. This is a project which is a joint venture in the construction of intelligent road transport systems in Middle Europe. In 2006, the subsidy of 9.17mln EUR was granted to implement the third and last part of the project. In the previous years, it got 8.5mln EUR (2005) and 7.62mln EUR (2004).

In 2007-2013, TEN-T budget has been settled at 8,013mln EUR. Poland can (also takes part in yearly competitions) absorb funds under multi-year financing programmes for big infrastructural projects (mainly priority projects pursuant to Decision No 884/2004/EC).
