Thanks to NRF funds, the following roads were put to use: 265.5km of motorways in 2006, ie Motorway A18: Olszyna – Golnice, Motorway A2: Konin – Koło and Koło – Dąbie, Emilia – Stryków, Dąbie – Wartkowice, Wartkowice – Emilia, Motorway A4: Wrocław – Krzywa; 49.2km of expressways, ie Expressway S1: Bielsko-Biała – Jasienica and Grodziec Śląski Town Bypass, Expressway S1: Pyrzowice – Podwarpie, Expressway S7: Pcim Town Bypass, Międzyrzecz Town Bypass (National Road No 3), Expressway S8: Oleśnica Town Bypass. In addition, NRF funds allowed to put to use 40km of town bypasses round Szubin, Sławno, Sulechów, Żary, Otmuchów, Dobrodzień, Lubierz, Wadowice and Jasło in 2006.
Under the Sectoral Operational Programme – Transport (SOP-T): 2004-2006, the Ministry of Transport has 1,163 mln EUR (available in 2004-2008).
In 2006, the funds under SOP-T were assigned to 26 road projects, 4 rail projects and 4 maritime projects.
The Ministry of Transport was obliged to spend 85.5mln EUR in 2006, but in fact it was about 182mln EUR, ie 112% more than required.
In 2007, Poland is going to absorb 500 – 600 mln EUR under SOP-T (478 mln EUR is obligatory).
In 2006, Poland spent 104,801,139.07 on road projects under SOP-T.
By means of the funds under SOP-T, the following road projects were under way:
1. Reconstruction of National Road No 3: Sulechów – Racula.
2. Reconstruction of National Road No 7: Jazowa – Elbląg, from km 68+244.15 to km 82+315.
3. Construction of town bypasses round Kobylanka, Morzyczyn, Zieleniewo on National Road No 10: Szczecin – Bydgoszcz.
4. Reconstruction of National Road No 68: Kukuryki – Wólka Dobryńska together with construction of parking lane from km 6+240 to km 11+437.
5. Reconstruction of Marynarki Polskiej St in Gdańsk on Reja St – Wyzwolenia St section.
6. Renovation and modernisation of flyover on National Road No 4 in Piekary Śląskie.
7. Passage across the Warta River – new route of National Road No 25.
8. Modernisation of National Road No 70 – Rataja Avenue in Skierniewice.
9. Reconstruction of Szczytnicki Bridge in Wrocław on National Road No 8.
10. Reconstruction of Żmigrodzkiej St in Wrocław on National Road No 5.
11. Construction of Opole Town North Bypass.
12. Reconstruction of National Road No 1 – Włókniarzy Avenue on Zgierskiej St – Pabianicka St section.
13. Modernisation of communication route: Wojska Polskiego St – Brzezińska St on Strykowskiej St – Spiska St together with flyover (National Road No 72).
14 Reconstruction of National Road No 3: Grobla St – Staromiejski Bridge in Gorzów Wielkopolski.
15. Construction of access ways (national roads) to II bridge crossing in Płock – Part I of Construction, Section I and II.
16. Reconstruction of National Road No 88 section.
17. Modernisation of Jerozolimskie Avenues on Zesłańców Syberyjskich Roundabout – flyover over railway tracks.
18. Reconstruction of streets in Rzeszów on National Road No 4 – adjustment to EU requirements.
19. Reconstruction of Głogowskiej St in Poznań on Motorway A2 – Górczyn Junction section, part I: Motorway A2 – Junikowski Stream.
20. Improvement of the south transit route in Częstochowa.
21. Reconstruction of engineering facilities on National Roads No 5 and 11 in Poznań
22. Improvement of transit route by way of reconstruction of National Road No 78 on section across Rybnik Town.
23. Construction of Legnica Town West Bypass – Part I: Nowodworska St – Motorway A4.
24. Modernisation of Laboratory for Communication Techniques to develop Central Transport Database.
25. Improvement of safety on National Roads No 8, 19 and 65 by way of local road risks reduction.
26. Improvement and better efficiency of controlling activity for Road Transport Inspection.
In 2000-2006, transport sector was assigned 2,816.3 mln EUR of Cohesion Fund (funding absorption till 2010), including 725.3 mln EUR of ISPA.
In 2006, 17 road projects and 15 rail projects were financed under Cohesion Fund of total worth 3,174.8 mln EUR qualifying costs, including 2,512.2 mln EUR of Cohesion Fund. The projects implementation cost 888.3 mln EUR (increasing) of Cohesion Fund till the end of 2006, including 2006 – 387.6 mln EUR. In 2007, it is expected to spend more than 500 mln EUR, and the rest will be absorbed successively till the end of 2010.
In 2006, road projects absorbed 324,750,253.99 EUR under Cohesion Fund, which were as follows:
1. Construction of Motorway A4: Kleszczów – Sośnica.
2. Surface reinforcement on National Road 717 (50): Sochaczew – Grójec.
3. Construction of Expressway: Bielsko Biała – Skoczów – Cieszyn.
4. Reinforcement of National Road No 7: Gdańsk – Jazowa.
5. Surface reinforcement on National Road No 4: Kraków – Tarnów.
6. Renovation of Motorway A4: Krzywa – Wrocław.
7. Modernisation of National Road No 50: Grójec – Mińsk Mazowiecki.
8. Preparation of the draft for Motorway A4: Zgorzelec – Krzyżowa.
9. Preparation of the draft for Motorway A2: Stryków – Konotopa.
10. Construction of the second roadway of National Road No 18: Olszyna – Golenice.
11. Construction of Motorway A2: Konin – Stryków on section: Emilia – Stryków II
12. Cohesion Fund support for preparation and implementation of road projects.
13. Construction of Motorway A2: Konin – Emilia.
14. Construction of Expressway S8: Radzymin – Wyszków along with Wyszków Town Bypass.
15. Construction of Motorway A4: Sośnica – Gorzyki, part I.
16. Construction of Motorway A4: Zgorzelec – Krzyżowa.

In 2006, 265.5km of motorways, cost calculation worth – 3,075,595,200 PLN, and 49.2km of expressways, cost calculation worth – 1,539,915,600 PLN were put to use. In addition, 9 bypasses 40km long, cost calculation worth – 359,797,000 PLN were put to use.
143.6km of roads were reconstructed and modernised, cost calculation worth – 589,494,900 PLN.
In addition, 2,093km of new road surfaces were laid down for 2.2 bln PLN. That improved 10% of national road network. According to the preliminary results of Road Surface Condition Evaluation for 2006, the state of roads is as follows: good roads (53%), unsatisfactory roads (24%) and bad roads (23%).
Construction of motorways and expressways, and development and modernisation of national road newtork are governmental priorities in Poland. In 2006, the Ministry of Transport worked out a feasible, long-term, governmental programme for the construction of motorways and expressways. Because there was no project for implementation, after the Ministry had finished the programme, it was decided to prepare new investments.
Year 2007 will be successful because it will bring new bids, prepared and conducted, for contract award recommendations and conclusions of contracts with concessionaries concerning new investments under the programme.
In 2006, 1206.5km of roads were under construction works, and they have not been put to use yet, including:
164.7km – motorways,
356.2km – expressways,
152.9km – bypasses,
532.7km – surface reinforcement.
In addition, investment steps will go on to finance projects under SOP-T, Cohesion Fund and National Road Fund. All these steps make up the entire programme for improvement of road infrastructure, thanks to which our roads will equal the standards of the Western Europe.
