During the meeting in the Ministry of Transport, among the issues discussed was the current state of the provisions related to public roads and road engineering buildings. Beside Minister Jerzy Polaczek, the meeting was attended by Undersecretary Barbara Kondrat, Director General for National Roads and Motorways Zbigniew Kotlarek, Director of the Road and Bridge Research Institute – Professor Leszek Rafalski, President of the Executive Board for the National Economic Chamber of Road Building Industry Wojciech Malusi, and representatives of technical universities, road building companies and banking sector.
In Poland, the issues of public roads and road engineering buildings are under 26 Acts and 75 Ordinances. A group of experts of the Road and Bridge Research Institute analysed and evaluated the topicality of 82 catalogues, guidelines, instructions and recommendations related to roads and road engineering buildings released after 1990.
The results of the analysis and estimation are the following:
• 29 up-to-date – does not require any alterations,
• 5 – necessary to update with slight alterations,
• 26 – necessary to update with considerable alterations,
• 9 outdated – necessary to release a new one,
• 13 useless.
At present, new ordinances are being drafted to replace the ones now in force so as to make the provisions easier to follow.
During the meeting, among the issues discussed was the lack of modern general technical specifications to define rules for the construction of roads and bridges in Poland. To build roads and motorways quicker in Poland and develop contractor market, the participants of the meeting agreed that it was necessary for contractors and building materials manufactures to standardise technical specifications that define rules for the construction of roads and bridges based on the analysis of the European and global solutions.
