Special purpose road companies (Pol. SSP) will allow to maximise a hitherto potential for road construction as a consequence of the implementation of road projects in a traditional way, ie by way of General Directorate for National Roads and Motorways (Pol. GDDKiA), and by way of Public Private Partnership.
SSP will look for sources of financing, preparation, implementation, and then operation of motorways and expressways, determined by the Ministry of Transport in agreement with GDDKiA.
In addition, SSP will make road building market more competitive and help small and medium-sized companies of the road building sector develop faster.
SSP will be joint stock companies with initial capital of not less than 1 mln PLN. The amount of initial capital will be adapted to the needs and scope of activity of every single company.
In the second quarter of 2007, it is expected to establish the first SSP which will start functioning this year. It is also predicted that in the first years of the Act in force, two or three SSP will be established. Total number of SSP will depend on their effectiveness.
