In the European Union, an European Electronic Toll Service (EETS) is being introduced. EETS covers all the road networks and tolled infrastructure in the European Union on which road usage is declared electronically by means of an on board unit. Commission Decision 2009/750/EC of 6 October 2009 defines the allowed technological solutions for carrying out electronic toll transactions.
EETS will allow any road users to pay the tolls incurred on any road or infrastructure in the European Union by means of a single contract with an EETS Provider and a single on-board unit.
EETS is based on the:
1. Directive 2004/52/EC of the European Parliament and of the Council of 29 April 2004 on the interoperability of electronic road toll systems in the Community (http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2004:166:0124:0143:EN:PDF) and the
2. Commission Decision of 6 October 2009 on the definition of the European Electronic Toll Service and its technical elements (http://uecelex.lex.pl/celex/2009/32009d0750_en.html) which further elaborates on the directive.
National Electronic Register of EETS domains and EETS Providers
According to article 19 of the Commission Decision 2009/750/EC of 6 October 2009 each Member State must keep a national electronic register containing information on the EETS domains within their territories as well as EETS Providers to whom they have granted registry. Pursuant to article 19 of this decision, the Ministry of Infrastructure provides the following information in regards to the national electronic register:

2. Registered EETS Providers
No EETS Providers have been registered in Poland.
The information contained in this national register may be subject to change in the future.
The State shall not be held liable for the actions of the EETS Providers mentioned in this register.
When a EETS domain or EETS Provider will be registered in Poland, Ministry of Infrastructure will put the relevant information into the register.
