The European Commission has launched a study (SMART 2010/0036) to look at the effective speed of the retail broadband services by measuring advertised and effective speed, the difference between rural and urban areas and between ISPs. The study will provide information on a number of key performance indicators such as http download speed, ping performance, DNS lookup time and packet loss. The overall objective is to assess the effective quality of the broadband market for end users and show comparison between Member States.
All interested parties are requested to submit tenders no later than 4 October 2010, either by:
(a) Registered post or by private courier services. In this case the post office stamp or the date on the slip issued by the courier service will constitute proof of compliance with the deadline given above. The offer must be sent to the following postal address:
