Polish and German cooperation in low energy building

Bomba- We want to talk about our experiences on how to support housing modernisation - said Undersecretary of State at the Ministry of Infrastructure on 29 July 2010 in Warsaw during the meeting with Secretary of State at the Federal Ministry of Transport, Building and Urban Development Reiner Bomba (Germany). The German delegation also met with the experts from the Polish Building Research Institute to talk about low energy building, new standards for ultra-low energy building, energy saving in construction and sustainable urban development.

O. Dziekoński and R. Bomba openly declared that they would inform on further initiatives launched to reduce co2 emmissions in building industry. As far as costs are concerned, it is crucial to reduce energy consumption in housing supplies. The parties were convinced that thermal modernisation needs more funds. It was also settled that the follow-up bilateral workshop would be organised.

Low energy building and urban development are the issues to be discussed further by the Polish Ministry of Infrastructure and Federal Ministry of Transport, Building and Urban Development. It was declared while discussing the so called “3x20%” Directive of the European Council. The European Council approved a Plan of Action on climate change and energy efficiency in Brussels on 8-9 March 2007. It announced that the EU would reduce gobal average temperature by more than 2 ̊C above the level before the time of industrialization, and abate the danger of price rise and limited access to oil and gas. It was decided that new objectives of the European Union would be achieved by reducing emmissions of greenhouse gases by 2020 as compared to 1990 levels, rationalization of energy consumption, and finally reducing energy consumption by 20%, and reach 20% of renewable energy in the total energy consumption in the EU by 2020, i.e. “3x20%”, and also reach 10% of biofuels in the total consumption of vehicles by 2020.
