From 24 May to 4 June 2010, 5th World Telecommunication Development Conference (WTDC-10) took place in Hyderbad, India.
This year, the conference was organised by the Government of India. The objective of WTDC-10 is to identify priorities for the development of telecommunications and information and communication technologies (ICTs). Having taken into account contributions made by Member States and Sector Members, the participants adopted the Hyderabad Action Plan (HAP) setting the future of activities of the ITU Telecommunication Development Sector (ITU-D) over the next four-year period. The Regional Preparatory Meetings (RPM), which were held in 2009 and early 2010, gave the opportunity to prepare regional input for WTDC-10.
The participants included government delegates, Ministers, Ambassadors and representatives from the private sector, as well as regional and international organizations. Poland was represented by Undersecretary of State at the Ministry of Infrastructure Magdalena Gaj, responsible for telecommmunication issues.
WTDC-10 marked the culmination of a series of regional preparatory meetings (RPM) and became an essential step in assessing the progress achieved in the implementation of the ambitious action plan launched in 2006 in Doha. During WTDC-10, the participants adopted a declaration, a strategic plan and an action plan that would pave the way to building on the foundations of a truly global information society for all.
During the first two days of WTDC-10, several sessions of the conference were dedicated to Policy Statements by high-level representatives of Member States (Ministers) and Sector Members (Chief Executives). This part of the Conference was called the “High Level Segment”, during which Viceminister Magdalena Gaj (Poland), Director of the ITU Telecommunication Development Bureau Sami Al Basheer Al Morshid (Saudi Arabia), Secretary-General of the ITU dr Hamadoun Touré (Mali), and representatives of the Indian Government delivered their speeches.

The conference was accompanied by a series of side events for Member States and Sector Members to address various ICT development themes, eg.

- ITU Academy.
