As compared with other industries in Poland, the volume of construction went up last year. It was mainly financed from EU funds, and was reflected in road infrastructure projects - said Undersecretary of State at the Ministry of Infrastructure Olgierd Dziekoński opening the conference organised by the Construction Industry Chamber of Commerce in Warsaw, 4 March 2010. Building investors are going to rationalize and discipline their operations so as to normalize the market - added the viceminister.
The conference was attended by market stakeholders and policy experts, and Vice-Chairman of the Sejm Infrastructure Commission Janusz Piechociński and Deputy General Inspector of Building Control Paweł Ziemski, who reported on the outcomes in construction for the year 2009. In comparison to 2009, the number of building permits went down by 9%, and the number of buildings completed also dropped by 15% - said P. Ziemski. He also added that a decrease in construction was caused by a halt in the first half of 2009; however, the second half of the year witnessed an increase in the building sector. P. Ziemski also pointed that it was difficult to introduce deeper changes into a legal and structural system of building control in Poland because the Polish Constitutional Tribunal did not pronounce its judgement concerning the amendment to the construction law that would abolish building permits.
Undersecretary of State Olgierd Dziekoński said that last year renovation works and thermal modernisation steadily increased profitability and moderate optimism in the industry. This is a major force in the small and micro enterprise sector for the year 2010 - he added.
