Access prices for rail infrastructure

Engelhardt at the debate “Legal and organisational relations between carriers and managers of rail infrastructure”A new rail infrastructure act will regulate the considerations related to infrastructure ownership and its financing and management - said Undersecretary of State at the Ministry of Infrastructure Juliusz Engelhardt during the debate “Legal and organisational relations between carriers and managers of rail infrastructure”.

J. Engelhardt also stated that the act would provide a financing model for rail infrastructure similar to that one of road transport. We intend to stabilize access prices for rail infrastructure, but we must be aware that only systemic changes can reduce them - said Deputy Minister J. Engelhardt.
Vice-President of the Office for Railway Transport Mirosław Antonowicz stressed that pricing access to rail infrastructure must be kept at a stable level.
President of Executive Board, PKP Polish Railway Lines, Zbigniew Szafrański heralded actions to establish the Council of Carriers as an advisory body to the company board.
The debaters also talked about the considerations in the field of fostering competition between rail carriers, appropriation vs. capital expenditure, maintenance and modernisation of rail infrastructure, and equality between carriers in access to the infrastructure.
The debate was organised at the Media Communication Centre on 29 January 2010, Warsaw.
