6 December 2010, Minister of Infrastructure Cezary Grabarczyk and Russian Minister of Telecom and Mass Communications Igor Schegolev signed a Memorandum of Understanding between Poland Russia on Cooperation in Telecommunications and Post during Russian President Dmitrij Medvedev’s visit to Poland.
The memorandum is intended to
• launch bilateral consultation on postal and telecom regulations,
• exchange information and experience in the field of telecom infrastructure development,
• manage the efficient use of radio spectrum,
• launch bilateral consultation on preparations for world conferences of the International Telecommunication Union and Universal Postal Union.
In line with the memorandum, the two countries will manage the efficient use of radio spectrum to ensure availability of frequencies, freed up in the Digital Dividend resulting from the switchover from analogue to digital terrestrial TV.
The 790-862 MHz bands, as part of the Digital Dividend, are intended for the use of wireless broadband to improve the geographic coverage of the services in Poland.
