Brussels, 12 December 2011, Minister of Transport, Construction and Maritime Economy Sławomir Nowak chaired the second and last meeting of the Transport, Telecommunications and Energy Council (TTE) under the Polish Presidency of the EU Council.

23-24 November 2011, a Polish-Russian Joint Committee for International Road Haulage held its session in Moscow. The aim of the meeting was to agree on the final quotas of international road haulage permits per 2011 and preliminary quotas per 2012.

In the European Union, an European Electronic Toll Service (EETS) is being introduced. EETS covers all the road networks and tolled infrastructure in the European Union on which road usage is declared electronically by means of an on board unit. Commission Decision 2009/750/EC of 6 October 2009 defines the allowed technological solutions for carrying out electronic toll transactions.

Representatives from EU Member States (attachés), delegates from the General Secretariat of the Council of the European Union and the European Commission came to Gdańsk, Gdynia and Sopot (Poland) for the EU Council Working Party Transport (H1) attaché trip - the second meeting of experts organised from the calendar of the Polish Presidency organised by the Ministry of Infrastructure between 27 and 29 July 2011.

The European Parliament approved, in plenary sitting on 6 July 2011, the directive on facilitating cross-border enforcement in the field of road safety. The new law aims to ensure that offenders from anywhere in the EU are equal before the law. Before the vote, the Alliance of Liberals and Democrats for Europe (ALDE) parliamentary group withdrew their amendment on correlation tables that threatened to scupper the deal between the European Parliament and the Council.

From 21 to 22 April 2011, 4th session of the Polish-Russian Intergovernmental Committee for Economic Cooperation took place. The session was co-chaired by Minister of Infrastructure Cezary Grabarczyk and Minister of Transport Igor Lewitin.

The Transport Management Board of the European Conference of Ministers of Transport (ECMT) held in Paris its extraordinary meeting on 1 February 2011. During the meeting, the Russian side agreed to withdraw restrictions imposed in September 2010 on the ECMT licences for Polish hauliers to travel through the territory of Russian Federation. As a result, all the ECMT licences are vaild for transport operations to and from RF.

Warsaw, 27 November 2010, Minister of Infrastructure Cezary Grabraczyk met with Russia’s Minister of Transport Igor Levitin.

The European Commission adopted 4th Road Safety Action Programme to halve road deaths in the next 10 years. A set of guidelines for the programme 2011-2020 was approved on 20 July 2010.
