1. The Budget and Administration Bureau provides administration and secretarial services to the employess in the Ministry, implements the tasks in the field of property management, keeps records, and represents the State Treasury to the property, and also is repsonsible for drafting and implementing the budget of the Ministry concerning revenue and expenditure of a third-level disposer of the budget, keeps accounting records and provides financial service to economic operations implemented by a thrid-tier disposer of the budget, and the tasks of the chief accountant in the Ministry within the parts of the budget, which the Minister disposes of.
2. The Bureau mainly conducts the affairs related to:
1) real estate management transferred from the State Treasury to the Ministry for permanent administration;
2) technical maintenance of real estate, including buildings;
3) investments and renovations;
4) quantitative and qualitative records of fixed asstes, other fixed asstes, immaterial and legal worth, and administration of them;
5) protection of trademarks;
6) working conditions, health and safety at work;
7) anti-fire protection;
8) main chancellery and providing secretarial services to the units of the Ministry;
9) providing economic and technical services to conferences and sessions organised by the units of the Ministry;
10) printing services;
11) supply of materials, non-capital assets and fixed assets;
12) waste disposal;
13) administration of warehouse;
14) internal and external communication;
15) transport services;
16) revenue and expenditure plan to be implemented by the Ministry;
17) changes to a financial plan of the Ministry within a year budget - regarding the competence of the Bureau;
18) financial and accounting services and reporting from budget implementation of a third-level disposer of the budget;
19) drafting schedule for implementation of expense budget - regarding a third-tier disposer of the budget;
20) available funds;
21) calculation of staff salaries;
22) budget, financial and statistical reports;
23) personal income tax payer, and health care and social security contribution payer;
24) administration of welfare benefit company fund;
25. stockroom admninistration;
26. financial service to representations of the Ministry abroad;
27. payment of contributions to international organisations;
28. settlement of domestic and foreign business travels of ministerial employees, and expenses of foreign business travels;
29) purchase of air tickets for business travels;
30) financial and accounting services to the State Commission for Investigation of Air Accidents and State Commission for Investigation of Railway Accidents, Maritime Law Codification Commission and Ministerial Commission for Discipline Violation in Public Finances, Commissioner for Public Finances Discipline, disciplinary committee and disciplinary commissioner;
31. financial and accounting service to Inland Navigation Offices;
32. payments and accounting records of projects implemented from EU funds within the competence of the Bureau;
33. technical and administration services to the Ministerial Commission for Discipline Violation in Public Finances.
3. The Bureau contains the archive. The archive operates under the office instruction and instruction on its organisation and competence.
