1. Department of Aviation deals with the matters related to:
1) the aviation law;
2) the act on the state enterprise „Porty Lotnicze”;
3) the act on the Polish Air Navigation Services Agency;
4) the act on special principles for preparation and implementation of investment in the field of public-use airports.

2. The Department executes the tasks of the minister for transport under the following provisions:
1) the construction law, as regards technical conditions that must be met by building structures and their location, technical conditions and use of building structures, and authorizations in case of derogations from technical and building provisions in the field of aviation;
2) the act on the higher education, regarding schools for civil aviation staff;
3) the act on the management of some parts of the State Treasury property, and Military Property Agency, in the field of civil aviation;
4) the act on upbringing sobriety and counteracting alcoholism - concerning sales, delivery and consumption on aircraft in international traffic and at international airports;
5) the Coat of Arms, Colors and Anthem of the Republic of Poland, and State Seals Act;
6) the Labour Code, regarding health and safety at work in aviation.

3. The Department conducts administrative proceedings within the competence of the minister for transport under the following provisions:
1) the aviation law, regarding the designation of air traffic service providers in the Polish airspace;
2) the act on crude oil supplies, petroleum and natural gas products, and the rules of conduct in case of national fuel security threats and disruption on the petroleum market – as a board of appeal;
3) the act on the state enterprise „Porty Lotnicze”, regarding the permission to carry out any activity other than that specified in the act;
4) the act on the Polish Air Navigation Services Agency, regarding the permission to carry out any activity other than that specified in the act.

4. The Department deals with the issues related to:
1) the sovereignity of the Polish airspace, unrelated to the consolidation of national defence;
2) supervision over domestic civil aviation and foreign civil aviation systems in the territory of Poland, under the aviation law, other acts and international agreements;
3) Development of Airport Network and Ground Facilities Programme;
4) “Study on a central airport for Poland as a part of transport system”;
5) investment in aviation supported from public funds;
6) systems for electronic exchange and intelligent transport systems in aviation;
7) cooperation with the State Commission for Investigation of Aircraft Accidents;
8) cooperation with the Committee on Aviation Environmental Protection and Airspace Management Committee.

5. On behalf of the Minister, the Department supervises:
1) President of the Civil Aviation Office;
2) state enterprise „Porty Lotnicze”;
3) Polish Air Navigation Services Agency.
