2. The Department also deals with the issues related to the competence of the minister for maritime economy:
1) the border protection act;
2) the education act - regarding inland navigation and training under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (or STCW);
3) the higher education law;
4) the Coat of Arms, Colors and Anthem of the Republic of Poland, and State Seals Act;
5) the environment protection law regarding maritime and inland waterways administration;
6) the water law;
7) the construction law - within the competence of the minister for maritime economy, regarding technical conditions for maritime hydrotechnical structures and their location;
8) the geological and mining law;
9) the telecommunications law;
10) the act on spatial information infrastructure;
11) the act on investment in the liquefied natural gas terminal in Świnoujście;
12) Certain Components of the State Treasury Property and the Military Propert Agency Management Act;
13) the act on upbringing sobriety and counteracting alcoholism - concerning sales, delivery and consumption on commercial maritime vessels in international shipping and sea ports;
14) the act preparation and implementation of investment in nuclear energy facilities and related projects;
15) the election law;
16) the nationwide referendum act.
3. The Department executes the tasks related to the competence of the minister for maritime economy and the minister for transport, in the field of inland navigation under the Labour Code concerning safety and health at work.
4. The Department conducts administrative proceedings related to the competence of the minister for maritime economy under the following acts:
1) the maritime safety act – as an organ of higher instance;
2) the act on the prevention of ship-source marine pollution – as an organ of higher instance;
3) the maritime chamber act – as an organ of higher instance;
4) the underwater work act – as an organ of higher instance;
5) the act on the protection of shipping and ports, also as an organ of higher instance;
6) the act on maritime areas of the Republic of Poland and maritime administration, also as an organ of higher instance and a board of appeal;
7) the Maritime Code Act, also as an organ of higher instance;
8) the act on crude oil supplies, petroleum and natural gas products, and the rules of conduct in case of national fuel security threats and disruption on the petroleum market – as an organ of higher instance;
9) the technical inspection act – as an organ of higher instance, in the field of maritime transport and inland navigation;
10) the act on principles for recognition of professional qualifications acquired in EU countries regarding the recognition of professional qualifications – as an organ of higher instance;
11) the act on spatial information infrastructure regarding the refusal to include collections and services of spatial data belonging to third parties into infrastructure.
5. The Department conducts administrative proceedings related to the competence of the minister for transport under the inland navigation act.
6. The Department deals with the issues related to:
1) shipping safety of maritime and inland vessles;
2) national and integrated maritime policy for the European Union;
3) protection of shipping and ports;
4) search and rescue at sea;
5) maritime and inland waterway transport training and qualification;
6) the prevention of ship-source marine pollution;
7) the protection of sea shore;
8) classification societies;
9) investment at sea, ports and inland waterways funded from public purse;
10) investigation of marine accidents;
11) supervision over the execution of duties by Flag State and Port State;
12) electronic information exchange systems and intelligent transport systems in the field of maritime and inland waterway transport;
13) cooperation with the Maritime Law Codification Commission;
14) mixed commissions for maritime and inland waterway transport, under concluded bilateral and multilateral international agreements;
15) maritime professional promotion;
16) central register of carriers;
17) inclusion spatial data belonging to third parties into the infrastructure of collections and services, in the competence of the minister responsible for maritime economy;
18) marine spatial planning and integrated coastal management, in cooperation with the Spatial Planning Department.
7. On behalf of the Minister, the Department supervises:
1) directors of maritime offices;
2) directors of inland navigation offices;
3) maritime chambers and ministerial delegates to the chambers;
4) Maritime Search and Rescue Service (SAR);
5) Transportation Technical Supervision in the field of maritime and inland waterway transportj;
6) Maritime University of Szczecin;
7) Gdynia Maritime University;
8) Polish Naval Academy in Gdynia with regard to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (or STCW);
9) maritime secondary schools;
- with regard to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (or STCW);
10) inland waterway secondary schools;
11) shipping companies established under international agreements;
12) Maritime Institute in Gdańsk.
8. Department of Maritime Transport and Shipping Safety:
1) runs the office of the Maritime Law Codification Commission;
2) supports the Council for the Promotion of Inland Waterway Transport.
