1. The following issues fall within the competence of Department of Housing:
1) the housing and financial assistance act;
2) the act on providing state assistance in the repayment of certain housing loans, granting guarantee premiums and refunding guarantee premiums paid by banks;
3) the family housing and financial assistance act;
4) the act on social housing and financial support in 2004-2006;
5) the housing and ownership act;
6) the act on housing supplies, tenant rights and amendment to civil code;
7) the housing allowance act;
8) the housing cooperatives act;
9) the social housing and financial aid act;
10) the state housing and flat transfer act;
11) the act on housing, mortgage loans and reimbursement of stable interest rates;
12) the act on promotion of thermal modernisation and building renovations;
13) the act on maintaining cleanliness and order in communes;
14) the act on collective water supply and collective waste water disposal.
2. The Department executes the tasks of the minister for construction, spatial development and housing under the following provisions:
1) the cooperative housing law - regarding housing cooperatives;
2) the housing and expense reimbursement act;
3) the Police act;
4) the Correctional Services act;
5) the Civil Code.
3. The Department conducts administrative proceedings within the competence of the minister for construction, spatial development and housing under the housing and financial assistance act, statutes of housing association, the right to use “towarzystwo budownictwa społecznego” and abbreviation “TBS”.
4. The Department also deals with the issues related to:
1) legal and economic appraisal of housing cooperatives;
2) cooperation with National Economy Bank - as regards financial assistance to social housing, Thermal Modernisation and Buidling Renovation Fund, and Subsidy Fund;
3) cooperation with other entities to create economic policy, with regard to housing, including tax system;
5) The Department calls on behalf of the minister to supervise Ośrodek Badawczo-Rozwojowy Ekologii Miast w Łodzi in liquidation.
