On 22 May 2007, the Council of Ministers adopted the draft act amending the act on management of some components of the state property and Agency of Military Property, submitted by the Minister of Transport. The submitted amendment will make it easier to transfer the former military airports to local authorities, which will then be transformed to civil airports.

Under the Treaty of Accession, with deviation from Article 1, Regulation (EEC) No 3118/93 of 25 October 1993 laying down the conditions under which non-resident carriers may operate national road haulage services within a Member State. According to the Treaty, till the end of the third year, the Member States will notify the European Commission whether the period of ban for cabotage carriages can be prolonged by two years maximum.

On 18 May 2007, Jerzy Polaczek chaired a meeting on railway investments in the Silesia, with a presence of the Silesian Voivod Tomasz Pietrzykowski and President of PKP Group Andrzej Wach.

On 18 May 2007, there was a meeting organised on the initiative of Minister of Transport Jerzy Polaczek attended by the Silesian Voivod Tomasz Pietrzykowski and President of PKP Group Andrzej Wach. They talked about the schedule of actions concerning a new railway station in Katowice and railway investments in the Silesia.

„I would like to say that we are ready to get down to deeper co-operation in railway transport between our countries”, said Minister of Transport Jerzy Polaczek at the meeting with the Chinese Minister of Railway Transport J.E. Liu Zhijun. „It is a big chance for business companies to enter the Polish market”, added Jerzy Polaczek.

10 May 2007, Minister of Transport Jerzy Polaczek, having considered the opinion of Polish Post Council, appointed Andrzej Polakowski Director General of State Enterprise of Public Utility „Polish Post”. Andrzej Polakowski was Acting Director General of Polish Post.

„Now, we are working to adopt schedules for implementation of road projects and schedules for public administration actions related to the construction of Motorways A1: Stryków – Pyrzowice and A2: Stryków - Konotopa”, said Minister of Transport Jerzy Polaczek, 9 May 2007, during the meeting with Lodz, Silesian and Masowian Voivods, and representatives of several ministries and public administration entities cooperating for the release of key decisions under the construction of the motorways. During the meeting, the participants talked about state of land buyout, technical, environmental and archaeological aspects of the scheduled investments.

Under the „Procedure for granting state funds for projects in 2007”, the Ministry of Transport is successively applying to the Ministry of Regional Development for state subsidy to support GDDKiA-implemented projects. The funds for implementation of projects under the Operational Programme Infrastructure and Environment in 2007-2013 and Operational Programme Eastern Poland Development are estimated at 354,058,150 PLN. They are necessary to launch preparatory works (designing, land purchase, archaeological research etc.) in relation to new investments under the projects hereabove.
