Construction of Expressway S3: Szczecin - Gorzów Wielkopolski Started

“It is a historic time for West Pomerania to have started the construction of Expressway S3”, said Minister of Transport Jerzy Polaczek on 11 October 2007 during the inauguration of one of the three sections of Expressway S3: Szczecin – Gorzów Wielkopolski. “Section: Pyrzyce – Myślibórz of some 27 km will have been built within 24 months and put into operation by the end of 2009. The investment is financed from EU and state budget funds. It will cost some 670 mln PLN”, the Minister added.

On 11 October 2007, the Contract for Feasibility Study of Tunnel under Świna River was signed in the presence of Minister of Transport Jerzy Polaczek, at the Voivodship Office of Szczecin. The tunnel will connect Wolin and Uznam Islands in Świnoujście.
On 5 October 2007, Civil Platform showed a commercial spot during its press conference that provided false information about some 14,000 deaths on Polish roads within last two years. The Ministry of Transport informs that, by the statistics of the Polish National Police, there were 9,638 deaths on roads in Poland between 1 November 2005 to 31 August 2007.
With reference to the article „Expressways will not be free of charge”, Puls Biznesu, 5 October 2007, the Ministry of Transport clarifies that the draft act on electronic fee concerns only those vehicles of total weight above 3.5 tonnes, i.e. the ones which were charged with the vignette charge. The provisions of the act do not cover so called light vehicles, what means that cars will not be charged with the electronic fee. Besides, expressway sections, which are town bypasses, will be free of charge.
„According to the Ministry, the concession for construction of Motorway A1: Nowe Marzy – Toruń was revoked for public good”, said Minister of Transport Jerzy Polaczek during his press conference on 4 October 2007 in the Parliament. In response to the objections raised by the Civil Platform, the Minister said that the „Parlamentarians Z. Chlebowski and S. Nowak do not know a thing about motorways and they are real liars”.

As Warsaw Administrative Court issued a verdict of 3 October 2007 on the complaint that Gdańsk Transport Company (GTC) lodged against the Minister of Transport, who decided to revoke the licence on construction and operation of a toll Motorway A1, the Ministry of Transport informs that, after having received written justification, will decide whether to appeal cassation to the Supreme Administrative Court.
Press Office informs that on 3 October 2007, the Council of Ministers adopted the amendment to the long-term programme „Construction of National Roads in 2008 – 2012”, which had been earlier adopted on 25 September 2007.
Conclusion of Preliminary Contract for Construction of Southern Warsaw Bypass of Warsaw

„We have started modernising infrastructure in Poland with our capital city, preparing it for connection with Motorway A2. The southern bypass – section: Konotopa – Puławska is a symbolic friendly gesture as the Government is offering Warsaw. It is very soon that we will start the construction of the northern bypass: Konotopa – Powązkowska – Marki. We will finish both investments in 2010. Under Operational Programme Infrastructure and Environment (OPIE), Warsaw will also be supported to build 2nd underground line. This way, we eagerly want to cooperate with the city authorities so that we all could solve its communication problems”, said Undersecretary of State in the Ministry of Transport Barbara Kondrat during the ceremony of preliminary contract conclusion for the southern bypass of Warsaw at the Royal Castle on 2 October 2007.
