On 16 November 2007, the Council of Ministers issued the Ordinance on establishing the Ministry of Infrastructure, and repealing the Ministry of Construction, Ministry of Maritime Economy and Ministry of Transport.
President of the Republic of Poland Lech Kaczyński appointed Cezary Grabarczyk as Minister of Infrastructure on 16 November 2007.
Minister Cezary Grabarczyk found simple techniques to facilitate investment as one of the key issues in his position. „My Predecessor contributed much to prepare investments. The programme for road construction drafted in the Ministry of Transport will be implemented with slight amendments”, said Minister C. Grabarczyk, while answering the questions of journalists present at his arrival.

Since I am going to quit my job as Minister of Transport, I would like to thank you: Prime Ministers Kazimierz Marcinkiewicz and Jarosław Kaczyński. I also thank all the associates: ministers and vice-ministers, heads of departments and all civil servants in the Ministry of Transport.
On 13 November 2007, Undersecretary of State in the Ministry of Transport Mirosław Chaberek took part in the opening of 5th International Rail Forum in Valencia. In his speech, Undersecretary M. Chaberek presented historical and economic conditions of rail transport development in Poland. The Undersecretary also talked about the ever-increasing demand for railway services and their ever-growing standards, and also objectives under way within railway infrastructure modernisation.
New regulations for more effective inspection of carriers and drivers

From 3 November 2007 on, there are new regulations in force under the act of 19 September 2007 amending the road transport act and some other acts (Journal of Laws No. 192, item 1381). The amendment is oriented to transpose the provisions of Regulation (EC) No 561/2006 of the European Parliament and of the Council on the harmonisation of certain social legislation relating to road transport, and Council Regulation (EEC) No 3821/85 concerning social legislation relating to road transport activities and repealing Council Directive 88/599/EEC.

Agreement between Ministry of Transport and Centre for EU Transportation Projects

On 6 November 2007, Minister of Transport Jerzy Polaczek, in the presence of Undersecretary of State in the Ministry of Transport Barbara Kondrat, signed the Agreement with the Centre for EU Transportation Projects concerning the implementation of transportation priorities under the Operational Programme Infrastructure and Environment (OPI&E). The Agreement is related to the objectives within the Trans-European Transport Networks set to promote air and road transport, environment-friendly transport, and safety on roads and national transport networks.
