In the European Union, an European Electronic Toll Service (EETS) is being introduced. EETS covers all the road networks and tolled infrastructure in the European Union on which road usage is declared electronically by means of an on board unit. Commission Decision 2009/750/EC of 6 October 2009 defines the allowed technological solutions for carrying out electronic toll transactions.

Initiating a debate concerning non-budgetary forms of funding transport infrastructure and exchanging experience in the field of investments implemented in the Public-Private Partnership formula were the two objectives of the informal meeting of EU ministers for transport, to take place between 5 and 6 September 2011 in Sopot. The Polish Presidency was represented by Minister of Infrastructure Cezary Grabarczyk.

Brussels, 29 June 2011 - President of the European Commission José Manuel Barroso has put forward proposals for a multi-annual budget for the period 2014-2020. It focuses on priority funding at the EU level that provides true added value. For instance, a Connecting Europe Facility that funds cross-border projects in energy, transport and information technology. A new fund, the Connecting Europe Facility, aims to boost the pan European value of infrastructure projects. With € 40 billion at its disposal, and another €10 billion from the Cohesion Fund, it includes a preliminary list of transport, energy and ICT projects that bring more interconnectivity across Europe.
